Im in need of a WR, (i was planning to start Holmes this week, but he is probable.) SOI could trade Alexander for JenningsORTrade Chambers & Alexander for Wes WelkerWhich is the better option. Or should i make the proposal at all?my RB are: AP, MJD & BUSH

With those options I would stick with Holmes.

if you can afford to lose alexander (you have other good RBs?) i would go for welker. he's putting up good numbers and brady doesnt look like he's gonna stop throwing TDs.

Neither of those proposals are very good, you are giving up too much for a receiver. But, if you are stacked at running back and can afford to lose Alexander, trading straight up for Jennings is a better option. If you really need receivers, it isn't a good idea to get rid of one, and Chambers is going to do pretty well the rest of the year with San Diego.
Alexander for Jennings is doable. But either way, start Holmes. Probable means he will play.

Santonio should be fine. I know he is playing a stout defense this week, but do you really want to do those trades. Chambers has a big upside since being traded to San Diego, and Alexander is still better then Jennings. Plus, wouldn't you still be in WR trouble if you did the second trade?
